Cable QAM scan only covers a very small subset. I got all the 95.x (mostly music) and 74.1 (an HD station) but nothing else. I know from my EyeTV 2.5.1 scan that I should have dozens more all the way up to 119.x for Comcast Digital (Cupertino; zip 95014). I am missing all of the free to air HD stations except for KICU, the only one that was found.

That's a little odd - the scanning is done by the device and it just reports back to the app what it finds. I wouldn't expect any differences between the two applications.
If you bring up the Activity window before the scan starts and then watch the progress does it look like it tunes to each channel in turn including those that have programming ?
You can also take a look at the /var/log/system.log file (Using Terminal or the Console app) in there will be a complete log of the scanning process, including those channels found that were encrypted.

Oddly enough, after I quit and restarted, many more channels were there! In fact most that I would have expected. So it seems there is a "refresh" problem with some of the views.

Yep - there's a refresh issue that I'm looking at right now involving scanning of channels. Basically the UI App is not noticing enough (or in some cases any) of the new channels after a scan.
